Andrew has spent the majority of his legal career representing and defending Virginia’s public bodies, including counties, cities, towns, school boards, and authorities. His experience includes representing public clients in state and federal court on issues related to zoning and land use, constitutional and civil rights, education, and employment, among others. Andrew is particularly at home in an appellate setting, having represented clients in the Court of Appeals of Virginia, the Supreme Court of Virginia, and the U.S Court of Appeals for the Fourth Circuit.

Originally from southern California, Andrew graduated from Brigham Young University, where he studied political science and Korean, before attending the University of Virginia School of Law. After graduating from law school, Andrew served as a law clerk to Judge Julie E. Carnes of the U.S. Court of Appeals for the Eleventh Circuit.

Outside the office, Andrew enjoys watching college football and basketball, visiting Virginia’s historical sites and museums with his family, and serving on the Board of Directors for the Poe Museum in Richmond.
